1) An estimate amounting to Rs 1,44,50164=00 was prepared in the month of April 2006.
2) In the estimate it was proposed to remove 1.00 mt thick/depth black cotton soil and replace it with good quality of H.M.in an area of 11 acres.
3) Tender was called in month of May 2006. The cost of each tender booklet was kept huge to
Rs 40000/- approx. for less competition.
4) In spite of this 17 no of tenders were sold out as most of the tenderer wanted to be in game of Tender Ring.
(Tender Ring is that to just purchase tender booklet & getting 1 to 5 % of tender amount from the interested tenderer/bidder & hand over the dully signed tender booklet to him)
5) Out of 17 only 4 no of bidders were submitted their bids. So it seems that 13 no so called bidders, were thrown out Rs 40,000/- from their own pockets. Is it possible any where in the world ?.
6) Out of four bidders, it feels that two were real competitors, of whom the financial bids were not opened due to a very minor reason, which does not affect the financial bid. Out of these two I know one bidder, M/S K. J. Jadhav, having advanced equipment required for land development work & competency in doing such type of work only.
7) The work order is issued in the month of Early July 2006, stating The Mission 2006 work has to be carried out in the rainy season & so the black cotton soil has to be removed, which affects the constructional traffic. On contrast to this the work is started after completion of rainy season.
8) Actually the land development work was shown started from 9/10/2006, i e exactly 92 days after placing of Mission work order on 10/07/2006, in which time limit is only 75 days.
9) In the enquiry report it is clearly stated," Mission 2006 was only for some specific activities".
10) Here the work was shown started in Oct 06 i e after rainy reason. So the reason quoted for Mission 2006 work, had to be carried out in the rainy season & so the black cotton soil has to be removed which affects the constructional traffic, is become a null & void.
11) The work was shown carried out on actual Diwali 2006, days like Dhanotrayodashi & Bhaubij.
12) One anti-corruption institute from Hadapsar, Pune, was applied for all documents of this work under RTI act, in Dec 2007.
13) The documents are issued in Jan 2008 i e after 62 days because test certificate documents are fabricated, which took time.
14) The anti-corruption institute then analyzed these documents & on that basis applied Hon. MD, MSETCL, Mumbai to take necessary action.
15) The MD, didn't take any action even after one year period then the institute went into the court against concern Engineers, as almost all are backing this Rs 100 Lacs scam.
16) The President of that anti-corruption institute stated in his police statement, Hadapsar that the concern" Mr Golandaj has offered Rs 10 to 15 lacs to settle the case.
In conclusion Rs 100 lacs costing work, is not actually done but shown on paper only by preparing fake document. The big proof of this, is enclosed here with, which shows that the black cotton soil is still there.
F. Note -- During the above case period I was there working as a Asstt Engineer (C) and Asstt Information Officer.( May 2005 to Mar 2008 ).
In the estimation process I was acting Dy Executive (C) & in protest to oppose the decision of removing 1.00 mt thk B.C.soil I did not
sign on the estimate.
The anti-corruption institute obtained all the documents in support of above under RTI & copies of these are in my custody.
In their support I have given witness statement in the cantonment court where the institute has filed the petition. The criminal case
No is 794 / 2008.
The Land development work was carried in total area of 11 acres in which the 220/132/22 sub station was proposed. Initially the 220/22 KV
sub station work is completed & commissioned. Till then the scam story is found out by the anti corruption institute. There after the construction
of 132 KV level is started in already developed area & it nearing completion. Enclosed photographs are of 132 KV site.

for cable trench in switch yard. Photo no 247 B. C. Soil is clearly seen near two structural steel columns on which a string of 2 section insulators is rested.
