Harassment for passport-Police verification

I applied for my wife's passport.Almost most 8month over but still now I am waiting for her passport.I also visit the government website for the status checking and I found that it is waiting for police verification.It is unexpected as she already  go through the verification process.The person was indirectly asking for bribe but we didn't give him any think for Police Verification.I know that If I gave him Bribe then she got her passport.
